Edward L. Taylor, P.E.

Ed joined the CIRPC staff in 2010. Before coming to the University of Tennessee, he spent seven years in structural design and ten years in the bridge construction industry. He is a registered engineer in three states and formerly served on the Tennessee Road Builders Board of Directors as Chair of the Bridge and Concrete Committee.

Terry A. Higgins

Terry has been on the CIRPC staff since August 2004. Before coming to the University of Tennessee, he was with the Chase Environmental Group in Knoxville where he led various projects across the United States involving the shipping and packaging of radioactive materials. Higgins was a member of the CIRPC team that collected up-to-date information about the wage rates of workers in American Samoa, and authored the summary report used by the Department of Labor at the American Samoa Wage Rate Hearings held in June 2005. He is a member of the American Statistical Association.

Thomas E. Cressler II

Tom joined CIRPC after his retirement from the Tennessee Valley Authority where he held the positions of Chief of Research & Analysis and Chief of Compensation & Standards. Prior to that he was the Superintendent of Employee Relations for Union Carbide Corporation's Oak Ridge Gaseous Diffusion Plant and an instructor at the University of Tennessee. Since 1993, he has co-authored annual CIRPC reports to the Department of Labor OSHA Construction Directorate that provide categorization and analysis of construction fatalities.

John R. Moore

John has been associated with CIRPC since its inception. He has served as associate dean of the College of Business Administration and as head of the Department of Economics. Named an Alumni Distinguished Service Professor in 1989, Dr. Moore received a Chancellor's Citation for Distinguished Service and was a University Mace Bearer. Author of four books and numerous articles on economic policy, he has directed research projects funded by the National Science Foundation, the Ford Foundation, the State of Tennessee, and the Department of Labor.
